CM drops 3 ministers, 2 advisors, 5 Parl. secretaries
ITANAGAR, Jan 2: Chief Minister Pema Khandu has dropped three ministers from his council of ministers, said a notification issued by the chief Secretary on Monday.
On the recommendation of the chief minister, Governor V Shanmuganathan gave his assent to the removal of Animal Husbandry, Veterinary and Dairy Development, Fisheries, Sports and Youth Affairs Minister Rajesh Tacho, Rural Development and Panchayati Raj Minister Tanga Byaling and PHE, Water Supply and Disaster Management Minister Takam Pario on December 31 last.
The portfolios attached to the three of them would now be held by the chief minister, the notification issued by Chief Secretary Shakuntala Doley Gamlin said.
In another notification issued by the chief secretary, it was informed that the Governor on Monday discontinued the services of Kameng Dolo and Tapang Taloh, Principal Advisor and Advisor to the Chief Minister respectively.
The chief minister also dropped five parliamentary secretaries, including Mutchu Mithi (PWD), Markio Tado (Food and Civil supplies), Tirong Aboh (Geology and Mining), Dikto Yekar (Art and Culture) and Nikh Kamin (Disaster Management).
All the dropped ministers, advisors and parliamentary secretaries, who are MLAs of the Peoples' Party of Arunachal (PPA), had opposed the leadership of Pema and projected Takam Pario as the next chief minister of the state.
Cattle hit by foot and mouth disease in West Siang, six Mithuns die

ITANAGAR, Jan 2: At least six cattle (mithuns) have reportedly died due to outbreak of foot and mouth disease (FMD) at Tato circle in West Siang district. This was informed by a local resident Tatin Rida over the telephone here this evening.
More than fifty cattle specially mithuns are said to be affected by the disease in Tato, Pidi and Monigong circles. Tatin Rida has lost two mithuns to infectious disease and one Takup Rinya has lost one mithun in Tato. Similar cases were also reported in Pidi circle as Tamur Bunyi and Tajen Yorpen have lost their cattle.
It is reported that infectious and viral disease was first appeared in Monigong area and it spreads to Tato. "Number of casualty may grow, if the authority does not act timely" said Tatin Rida. Rida added that many mithuns are having blister and white foam in the mouth.

Meanwhile, Deputy Commissioner West Siang Gamli Padu said that district administration is yet to get report of such FMD cases from the area. District Veterinary Officer Dr. Kejom Padu informed that earlier first sporadic case of FMD was reported from Monigong, however it was contained by the department with an effective vaccination campaign.
Governor visits Advance Landing Ground, Ziro
ITANAGAR, Jan 2: Governor of Arunachal Pradesh V. Shanmuganathan visited the Advance Landing Ground (ALG) at Ziro, Lower Subansiri district during his final leg of district tour on Monday.
The Governor along with local MLA Tage Taki, Secretary to Governor Talem Tapok, Lower Subansiri Deputy Commissioner Kemo Lollen, Superintendant of Police Tage Habung and other Indian Air Force officials went around the ALG compound to get the comprehensive picture of the facility.
While deeply appreciating the enlightened public of Ziro for willfully donating the high prized land for such an infrastructure, the Governor was optimistic that they will continue to do so if required for more in greater public interest and common good. He advised the district authority to address the issues related to the ALG by availing assistance of the local public representative.
Earlier, the local MLA and Deputy Commissioner briefed the Governor on the ALG and the issues related to it.
On Sunday, the Governor visited Lempia Village after touring Bamin, Michi, Hija and Old Ziro villages in Lower Subansiri.

The Governor was very much impressed by the spirit of the farmers. He advised them to form Self Help Groups and cooperative societies and avail assistance from agriculture and allied departments and banks. He exhorted them to continue their effort to raise the standard of life in the rural areas through their exemplary ventures by use of latest technologies in the field of agriculture and horticulture.
The Governor also met people from all walks of life, including public and bazaar representatives, educationists and health and security officials. He also enquired about Public Distribution System, Health indicators and Law and Order in the District.
The Governor expressed his concern on quality education, basic health services and road communication. He advised the concerned officials to address the problems for the benefit of all, particularly the poor and uneducated.

AAPSU, APC distribute relief materials to Wakka fire victims
ITANAGAR, Jan 2: The All Arunachal Pradesh Students' Union (AAPSU) on Saturday distributed relief among the fire victims of Wakka village in Longding district.
A team of AAPSU headed by its vice president (Proto) Tayuk Sonam handed over the relief materials of both Arunachal Press Club and AAPSU to the fire victims in presence of Chief of Wakka village Lungam Wangham, Wakka Block ZPM Matpho Kolong and other relief committee members.
The AAPSU team distributed Rs 4,800 to each victim family and handed over Rs 3,762 to the church authority/committee.
The team AAPSU was actively assisted by the executive members of Longding District Students' Union (LDSU) during relief distribution.
During the relief distribution programme, AAPSU was informed that hundreds of fire
affected people have not been provided temporary shelter till date and they are now
staying with their relatives. The villagers were also asking for distribution of
at least 120 -
Earlier, the team AAPSU met Longding Deputy Commissioner Himanshu Gupta at his official bungalow to take stock of the present situation of Wakka fire incident.
During their meeting, the DC told that the district administration had distributed relief amount of Rs 1, 01,900 to each victim family under SDRF & NDRF. The DC informed the team that he had to face lot of problem in providing/distributing relief materials to the fire victims due to absence of head of departments (HoDs) in the district as they are reluctant stay here due to lack of basic facilities like, water, electricity, residential quarters and road communication problem.
AAPSU thanked all donors/contributors for their generous contribution in cash and kind to give succor to the fire ravaged people.

The relief materials were collected from various areas from Itanagar Capital Complex, Doimukh and Ziro. These collected items were handed over to the chief of Wakka village Lungam Wangham on December 29, along with along with rice bags from foundation.
It was informed by the NGO that it would continue the collection campaign until all the affected villagers get minimum required materials.

Another passenger special train, which came from Guwahati on Saturday midnight, left Murkongselek station on Sunday morning.

APYC announces series of stir against demonetization
ITANAGAR, Jan 2: Continuing its tirade against the demonetization, Arunachal Pradesh Youth Congress (APYC) today announced a series of agitation against the Prime Minister Narendra Modi led NDA government and its demonetization decision.
Addressing the media persons at Press Club here, APYC President, Jikke Tako said that Prime Minister Narendra Modi is misguiding the citizens of India in the name of demonetization. Therefore, the Congress party has decided to demand white paper on demonetization, disclosure on total amount of black money that has been recovered after November 8 last, compensation to those who lost their lives and also to those who lost their business & job during demonetization period.
The 50 days period of demonetization is over, but the situation is far from normal. Even the Prime Minister didn't say a single word on the present situation during his recent year end speech, alleged Tako. He further said the APYC is going to organize series of agitation demanding white paper on demonetization from January 4 next wherein the Youth Congress will distribute pamphlet to every household, submit memorandum to BJP MPs & MLAs, Deputy Commissioners.
This would be followed by state level agitation from January 21 and lastly National level agitation at New Delhi on January 28 next.
Terming the demonetization as total failure, General Secretary cum Spokesperson, APYC, Arjun Panye claimed that during last 50 days of demonetization people have gain nothing but lost many things. People became jobless, some lost their business and some other lost their lives. What is more unfortunate is that Government has no plan to compensate them. It has even not regretted the loss or death relating to demonetization.
He further said that PM in his address has announced news policies just to divert the attention of the people from the damages done during demonetization period.

Fire has become nightmare for Arunachal villages

Come winter, the news of fire gutting down houses in Arunachal Pradesh is not uncommon at all. Traditionally, the tribes of the state have been living in thatched houses for ages.
In fact, the tribals are so deeply attached to the thatched houses or chang ghar that even the officers, public leaders and businessmen residing in the state capital and the district headquarters prefer to have their meals inside the chang ghar sitting around the fireplace.
They also love to spend their evenings in the chang ghar, especially in the winter. A number of fire mishaps have been reported in the state capital and the district headquarters wherein the fire had emanated or started from those chang ghars or SPT buildings which catch fire easily.
No place is free from fire accidents in the state. However, the oldest town Pasighat, Wakka, Lazu, Ziro, Daporizo etc. are infamous for frequent fire mishaps. The reason is not difficult to find out. In these places, houses are constructed closed to each other. In 2014 also a devastating fire accident broke out in Wakka in which many dwelling thatched houses were completely gutted. So also in Lazu village, a number of fire mishaps were reported during 2015 in which many villagers were rendered homeless. Recently also a devastating fire accident gutted more than 50 houses at Wakka village in which an adult woman was killed. These fire accidents are mostly due to callousness of the villagers. Had they taken proper precautionary measures such unfortunate mishaps could have been averted.
Unfortunately, the people don't care to learn from their past mistakes and they continue to build their houses closed to one another, almost touching each other. There is absolutely no dearth of land to open new habitation areas in the villages to ensure that there is enough space between the houses to prevent spread of fire in case of outbreak of fire in the villages.
The aids and reliefs provided by the governments, NGOs, Churches, individuals and other organizations can never ever compensate the loss. During such unfortunate fire mishaps, artifacts and traditional items having historical values are lost forever. In the past, the tribals had the practice of appointing some youth to keep vigil on the village during the day time when all the adults would be busy in their agriculture fields.
This practice was more pronounced amongst the Noctes and Wanchos of Tirap and Longding
districts wherein the youth from the respective boys' dormitories called Paang were
engaged to guard the village turn-
The government, NGOs, Schools and Colleges should make an extra effort to create awareness campaigns on not only dangers posed to the tribal villages by fire but also on preventive measures to arrest the frequent fire accidents in the state. Such campaigns should not be for an ornamental dressing only but should be carried out frequently, say once or twice in a week. Something drastic has to be done today and now.
The people of the state cannot afford to helplessly watch their life and property being ruined by fire. Fire accident is preventable. It's not like an earthquake or a flash flood about which we can't do much. What is required is the will to protect thatched and SPT houses which are very vulnerable to fire. The time has come for the many ethnic entities in the state to realize that fire is the greatest threat to the tribal villages. Let the Wakka incident not repeat again. Itanagar, Jan 2: Two out of three Congress MLAs in Arunachal Pradesh today joined the BJP, reducing the strength of the party to one in the House of 60 members.
The state assembly secretariat has accepted the defection of MLAs Wanglin Sawin representing Khonsa East constituency and Gabriel Denwang Wangshu (Kanubari) from Congress to BJP and has accordingly published it in its bulletin.
With the joining of the two Congress MLAs, BJP's strength has gone up to 49 with the support from one of its associate member and an Independent, while the Congress now is being represented only by former Chief Minister Nabam Tuki and Peoples' Party of Arunachal has ten MLAs. PTI
Noted entrepreneur Techi Lama dies; CM, org mourns
ITANAGAR, Jan 2: Chief Minister Pema Khandu has expressed shock over sudden and premature demise of a flourishing entrepreneur and a youth leader Techi Lama who succumbed to a massive heart attack this morning. Paying his last respect to the departed soul, Khandu offered floral tribute and condoled the sad demise.
In his condolence message addressed to Late Lama's wife Techi Aniya, Khandu said "With profound grief, I write to share the grief of losing one of the youth leader and a flourished entrepreneur who led from the front and left behind memories to cherish. The news of premature and untimely demise of Late Techi Lama, former Chairman, Arunachal Pradesh Mines and Minerals Development Corporation has come as a shock to me. I know this would be the most trying times for the family members and his close friends to cope with the irreparable loss. I hope my humble words of consolation would ease the grief even if a little, Khandu stated.

Death is upon to the almighty, but he would always be remembered as willing partner of state building to serve as role model for the GenNext, the trio said in the message and prayed for the eternal peace of the departed soul.
The Gerchi Welfare Society (GWS) has also deeply condoled the sudden demise of Techi Lama.
Born to late Techi Allo and Techi Mangche on 6th January 1975 at Rayoung village, under Palin Circle of Kra Daadi district, late Lama started his primary education from Govt. Middle school Dari from 1984 to 1991 and matriculation in 1995 from Palin.
He started his career as small contractor in 1997 and became one of the most successful entrepreneurs of the state and served as Chairman APMDTC Ltd from 2011 to 2015 and was the founder member of Gerchi Welfare Society (GWS). His death is great loss to the Gerchi Society in particular and Nyishi community as whole and created huge vacuum in the society. He left behind his wife, mother, two sons and three daughters. Garku Abu Welfare Society has also condoled the untimely demise of late Techi Lama.
Strengthen Nocte village council: Aboh
KHONSA, Jan 2: Khonsa West MLA Tirong Aboh has inaugurated a male dormitory (Morong) in presence of Chiefs of Dadam and Huakan, Dadam Circle Officer, Asan Kri, Dadam Block JE Ashosk Kumar Tiwari, PRI and public leaders, GB and general public of Laho village on Monday. The male dormitory, locally known as 'Paa', has been constructed under BADP scheme.
Speaking on the occasion, Aboh, while highlighting the importance of the Morong ('Paa' or 'Pang'), said that in the past "Morong" was considered to be supreme authority wherein criminal cases within the village jurisdiction were settled by the village council or village authority.
Describing the Nocte Paa as most important institution of the Nocte society, the MLA called upon the scholars and researchers of Nocte society to take up research activities thoroughly on the "Nocte Paa (Morong)" system to keep alive the Nocte village council for the younger generation. He said that some rigid law under Morong system should be modified. In the past all male folk used to sleep in Paa but now it may be used as guest house for visitors, Aboh added.
Aboh further called upon the work agency and contractor of his constituency to implement the government scheme properly. The bill should not be passed till the completion of schemes as per government guidelines, he said.
Responding to the public demand of Laho village, Aboh announced 40 number of plastic chairs for the newly inaugurated Nocte Paa (Male dormitory). He also called upon the village leaders of Laho to list out the left out households for issuing CGI sheets. The MLA also urged the villagers to avail the benefit of government schemes in various sectors including agriculture & horticulture for sustainable income source.
He further informed the gathering that office of the Dadam Circle Headquarter would be made fully functional within 2nd week of January as DC Tirap has already posted 1 UDC, 1 PI and 1 Peon for the CO office. He also assured for procurement of one vehicle for Dadam CO after consulting with DC Tirap in the next financial year.

DCC seeks white paper on demonetization
ITANAGAR, Jan 2: The East Siang District Congress Committee (DCC) on Monday demanded a white paper on demonetization and posed several questions before Prime Minister Narendra Modi, including how much black money has been recovered or unearthed since November 8, 2016.
The DCC led by its president Takom Mike in a Press conference at Pasighat on Monday also put forth five demands to the Prime Minister, including lifting all restrictions on withdrawal of money with immediate effect, compensation to the small shopkeepers and businessmen, farmers and poor, who suffered due to demonetization. The DCC demanded that the number of guaranteed work days and the wage rate under MGNREGA should be doubled and the rate of rations distributed under the PDS system should be halved for the period of one year under the provisions of the Food Security Act.

"Rs.25,000 should be deposited in the account of at least one woman belonging to each BPL family as compensation for the immense suffering caused to women due to demonetization, " the DCC demanded.
The DCC sought the list/names of all those persons, institutions, and entities who have deposited Rs. 25 lakh or more in bank accounts in the six months preceding the 8th November, 2016.
It also demanded that all charges on digital transactions should be abolished forthwith.
"What is the economic loss to the nation on account of demonetization? How many jobs and livelihoods have been lose since this policy has been announced," the DCC asked the PM
"How many lives have been lost due to demonetization? Why has the government not paid any compensation to the families of the deceased?"
The DCC also asked the PM, "What was the process of consultation and preparedness followed prior to the implementation of demonetization? Why were experts, economists or the RBI not consulted before unleashing this draconian policy upon the people?
The DCC also demanded that the government should organize a special drive to identify and register all those who have lost their jobs since November 8, 2016, and provide them compensation at the applicable minimum wage rate up to March 31, 2017.

Everyone is aware that elections in UP are fought over religion, caste, etc. BJP has always used Ram Mandir issue while BSP always plays caste card. Parties like Samajwadi and Congress have also been accused of using caste and religious politics. The judgment of apex court will bring some sanctity and avoid dividing people on caste and religious line. The icing on the cake is that a candidate will be disqualified if he or she was found violating the court order. Often during election politicians uses caste and religious angle to seek vote. While they do it for short term political gains its impact lasts longer and society gets bitterly divided. Also its time political parties seek vote on development issue and stop playing politics over those issue which can be detrimental to the idea of progressive India.

No more political turmoil
Dear Editor,
Last two years we have seen many unprecedented events in the political arena of Arunachal Pradesh. A peaceful state was brought to the attention of national media for all the wrong reasons. We have lost a dynamic leader in Kalikho Pul and all the developmental activities hampered during political tug of war, but main sufferer were common men. We lost peace of mind when such kind of uncertainty develops due to infighting amongst our elected representatives. We do not deserve more political turmoil in our state.
A new day has come, let it be showered for good governance, peace and tranquility, and over all development of our state to take it a new high in days to come. All the elected representatives should work harder with a strong commitment to compensate the lost time and to bring back the trust of public, since more than two and half years tenure has already gone.
